Restraints Chair Instructor Course Course Overview Upon completion of the course and successfully passing the final exam, the student is allowed to provide in-service user level training to their agency in specific areas for 24 calendar months from the testing date. In each topic, the student will receive a Flash Drive containing the PowerPoint program used in each course. These Flash Drive contain material and video to be utilized by the student when for training in their own departments. Objectives  Identify the 2 primary restraint chair designs  Identify pros/cons of each chair respective to your departmental needs  Safe and effective placement of inmates o Cooperative o Combative Introduction to restraint chairs  What is a restraint chair  Why use the restraint chair  When to use the chair  Legal concerns Restraints Chair types Black, pre-formed plastic “seat belt” like system of soft restraints Allows for larger inmate Grey, high back, soft padded chair No mechanical issues that are found in the black chair Increased restraint Design of the chair is narrow Restraints Chair Nomenclature Restraints Chair Medical and Observation Post incident medical review Following a use of force check inmates condition Decontaminate from pepper spray or other chemical agents After placement in the restraint chair Medical review of restraint tightness (proper circulation in the extremities) Vital signs are taken and tracked 2 Hrs. interval o Range of Motion  One limb at a time o Opportunity to utilize the restroom o Opportunity for water o Check restraints for proper tightness 15 minute checks o While in the restraint chair inmate should be isolated from other inmates and a 15 minute check period should occur o During these checks if inmate appears to be in distress medical staff should be summoned Removal from the restraint chair o Include operations staff as well as medical  Ensure the behavior that caused placement is passed (no longer attempting self-harm behavior, destruction of property, etc… Areas of medical concern Deep vein thrombosis  Signs of DVT include; leg pain, leg swelling, changes in skin color and skin that feels warm to the touch.  Can be caused by extended periods of immobilized restraint ...
